Recruiting HVAC technicians and apprentices in Manitoba

Manitoba's HVAC hiring is concentrated in Winnipeg, shaped by one of the longest heating seasons in southern Canada, and increasingly by heat pump programs that need refrigeration tickets.

Written by Ali Sedighi, MBALast updated:

Manitoba is a province where the heat has to work. Its prairie winters are long and very cold, with one of the longest heating seasons in southern Canada. In 2023, Statistics Canada found 52% of Manitoba households heated mainly with natural gas and 33% with electricity. HVAC shops here need gas-licensed service technicians every winter and, increasingly, refrigeration-skilled installers for heat pumps.

This is a marketing summary of public sources, not legal or compliance advice.

Manitoba's HVAC labour market

Winnipeg dominates. Most of the province's HVAC contractors, and most of its technicians, are in or near the city. Brandon is the second centre, and Steinbach, Winkler and Portage la Prairie serve fast-growing southern communities. Thompson anchors the north, where every tradesperson is hard to replace.

For Winnipeg shops, the competition is mostly local: other contractors, mechanical firms and building operators chasing the same tickets. For shops outside Winnipeg, the challenge is a thin local pool, which puts apprentices and relocation messaging at the centre of the plan.

Licensing and apprenticeship

Two offices matter most to HVAC employers:

  • The Office of the Fire Commissioner issues permits and tradesperson licences under The Gas and Oil Burner Act, and oversees boilers, pressure vessels and refrigeration plants. A Manitoba gas tech ad should name the licence you need in the form the OFC uses.
  • Apprenticeship Manitoba runs apprenticeship and trade certification.

Workers' compensation is handled by WCB Manitoba. We link these for reference and don't give compliance advice.

Because gas and oil burner licensing sits with the OFC while apprenticeship sits with Apprenticeship Manitoba, recruits can be confused about which credential they are working toward. A clear apprenticeship page that separates the two is a real advantage.

Programs that shape demand

As of October 2026, several programs are pushing heat pump work in Manitoba:

For hiring, this means more installs needing refrigeration skills. Shops that sponsor Refrigeration and Air Conditioning Mechanic apprentices now will have capacity when demand peaks. Confirm program details with the administrators before referring to them in any ad.

Seasons and timing

With winters this long, Manitoba's hiring windows are narrow:

  1. March to May: recruit installers and refrigeration techs for heat pump and air conditioning work.
  2. July and August: recruit gas service techs to be ready for October.
  3. January: a good month to start apprentices, once the holiday rush has passed and steady service calls provide training.

A sample headline set for Manitoba roles

Specific headlines beat clever ones. For a Winnipeg shop, three versions we might test against each other:

  • "Gas service technician, Winnipeg, take-home van, winter on-call shared across six techs"
  • "Heat pump installer, refrigeration apprenticeship sponsored, south Winnipeg and Steinbach"
  • "First-year apprentice, residential HVAC, Brandon, mentor assigned from day one"

Each names the role, the place and one concrete reason to call. Run two or three side by side for a fortnight, keep the one that brings the most ticketed enquiries, and retire the rest. Small tests like this cost little and settle arguments about wording quickly.

How we would approach Manitoba hiring

  • Name the licence. Gas tech ads should state the OFC licence class required. See job ad writing.
  • Build a heat pump installer pathway. Use program-driven demand as a recruiting story: steady work, new equipment and a refrigeration ticket at the end.
  • Use role pages and Job Bank. One page per role on your careers section, mirrored on Job Bank.
  • Target outside Winnipeg carefully. For northern roles, be honest about distance and living costs, and recruit for people who want that life.

See the areas page for other regions, or call, text or email about a Manitoba role.

Frequently asked questions

Who licenses gas and oil burner tradespeople in Manitoba?

That falls to the Office of the Fire Commissioner, which licenses gas and oil burner tradespeople and issues permits under The Gas and Oil Burner Act. Check its pages for current requirements before you write the licence into an ad.

Are heat pump programs creating more HVAC jobs in Manitoba?

They are adding demand for installers with refrigeration skills. As of October 2026, Efficiency Manitoba lists an air source heat pump rebate as open, and Manitoba was the first province to sign a Canada Greener Homes Affordability Program agreement.

Should a Winnipeg shop recruit from outside the city?

It can work for techs in Brandon, Steinbach or Winkler who want city work, or for those willing to move from other provinces. Be clear about what you offer that their current job doesn't.
