Prince Edward Island is heat pump country. In 2023, Statistics Canada found heat pumps were the primary heating system for 36% of PEI households, the highest share of any province in our data. Oil was still the main heating energy for 28% of households, electricity for 18% and wood for 8%. For HVAC employers, that means steady demand for refrigeration skills and oil service at once, in the smallest labour market in the country.
This is a marketing summary of public sources, not legal or compliance advice.
PEI's HVAC labour market
Charlottetown and Summerside hold most of the Island's HVAC employers, with Stratford, Cornwall and Three Rivers close behind. Because the whole province is a short drive end to end, most contractors serve the entire Island, and most technicians know each other.
That changes recruiting completely. There is no anonymous pool of applicants waiting on a job board. Almost every hire is someone a person on your crew already knows, a former apprentice, or an Islander working away who wants to come home.
What wins on PEI
- Reputation. Technicians will ask their friends what working for you is like. Visible recognition, fair scheduling and training support matter more than any ad. Our crew referral service is built for markets like this.
- Apprentices. Growing your own refrigeration and oil heat techs is often the only reliable way to add capacity.
- Come-home campaigns. Small, targeted recruiting ads aimed at Islanders in trades elsewhere.
- Honest role pages. A clear careers section that a curious tech can find by searching your name.
Licensing and apprenticeship
- PEI Apprenticeship runs apprenticeship and certification for the province.
- Inspection Services is the office for propane, boiler, pressure vessel, plumbing and electrical safety on the Island. Individuals servicing propane appliances need an LP Gas Personnel Licence, and boiler and pressure vessel work requires a Mechanical Contractor Licence, whose current cycle ends December 31, 2027.
- The Workers Compensation Board of PEI handles workers' compensation.
We link these as sources only and don't give compliance advice.
Programs and demand
As of October 2026, efficiencyPEI's free heat pump program is closed, and residential heat pump equipment rebates ended on April 15, 2026. PEI signed a Canada Greener Homes Affordability Program agreement, announced June 29, 2026, which expands the Free Insulation Program. With so many heat pumps already installed, service, maintenance and replacement work keeps refrigeration skills in demand even between rebate waves. Confirm program details before referring to them.
Seasons and timing
Island winters bring plenty of snow, though the Gulf of St. Lawrence takes the edge off the cold. Heat pump service runs most of the year, with autumn tune-ups and winter breakdowns as the peaks. Summer tourism also pulls workers into other industries, so a summer hiring push can compete with seasonal jobs. Late winter and early autumn are usually the cleaner windows.
Measuring success in a small market
On PEI, judging a recruiting effort by applicant volume is misleading. A campaign that produces three enquiries, one of them a ticketed tech who accepts, is a success. Track instead:
- how many enquiries came from referrals versus ads
- how long each opening stayed unfilled
- how many technicians you lost to other employers in the year
If the third number falls, your retention work is paying off, and that matters more on the Island than almost anywhere.
How we would approach PEI hiring
- Start with a referral program and a short crew story campaign. In a market this size, it is the highest-return work.
- Publish role pages and apprenticeship pages so people checking your name find something real. See apprentice pathways.
- Run small, precise come-home ads to Islanders working in the trades elsewhere.
- Track every enquiry, because with so few, each one teaches you something.
See the areas page for other regions, or call, text or email about a PEI role.
Frequently asked questions
Is it realistic to recruit HVAC technicians from off-Island?
Yes, for people with a reason to come: family on PEI, a preference for smaller communities, or a path to a lead or service manager role. The ad must be honest about the market and the lifestyle.
Which licence is needed to service propane appliances on PEI?
According to the provincial information we rely on, individuals servicing propane appliances need an LP Gas Personnel Licence, and boiler and pressure vessel work requires a Mechanical Contractor Licence. Confirm with PEI's Inspection Services.
Are PEI heat pump rebates still running?
As of October 2026, efficiencyPEI's free heat pump program and residential heat pump equipment rebates are closed. A Canada Greener Homes Affordability Program agreement for PEI was announced on June 29, 2026. Check efficiencyPEI before referring to any program.
